Drainage Problem

I am the resident of 22 SFS flat Niti bagh new Delhi-49.My GF owner encroched his flat from all side either by constructing ramp or almirah covering the entire drainage system of my flatThe water from my balcony scattered in the colony. I request MCD regaring this so many times but they are not listening. I request you too to please look into this matter.
