Throughing worst material / dust in front of my house and given abuse, if says

Dear Sir,

I am living in Block S -51 A, PANDAV NAGAR (NEAR Mother dairy), Delhi, the front house owner every time through worst dust / material in front of my home. I say that why are you through worst material in front of my home then give me abuse and say, will through worst material. Also in front of my home gate, he is breaking the road instead on 1 place to take Water line and leave as it is.
