Sub: Development of Park of C-4E Block, Janak Puri.

Sir,
This is to bring to your kind notice that a park in the neighborhood of flats of C-4E Block has been developed by DDA and at present it is being maintained by the Horticulture Department of MCD. It has been observed that this park, instead of developing it into a modal park for the use of residents of C4E Block, Janak Puri is being constantly allowed to be used for marriage and other functions resulting in lot of inconvenience to its residents during night and spoiled the character of a park. The use of Music System/ D.J. at a high volume upto 12:30 or 1:00 a.m. has caused restlessness among the residents and the disturbance in the studies of school and college going children. Even after contacting to the Police Authorties the music plays upto the above time, over and above the time limit fixed by the Hon'ble High Court i.e. 10:00 p.m.
2.0 The problem was under control when the booking was done by the MCD. But Internet has aggravated the crisis. Earlier, the person booking the park for any function had to take a `No Objection Certificate (NOC) from the RWA before approaching the MCD, also we had the address and mobile number of the person organizing the function. If the party went on till late at night or the music was loud we could immediately contact them, but ever since booking on the Internet started, we have lost control. Now anybody can book it and we have no access.
3.0 There are menaces which are not so melodious. One marriage ceremony and the park looks like a garbage bin the next day. It is left dirty until the residents ask the MCD workers to clean it. Also, once they collect the garbage, it is burnt in a heap and the resultant smoke chokes the residents
4.0 Further incidents of theft in the locality have increased as the workers hired by the Tent wallas could be involved in the thefts.
5.0 The above facts were brought to the kind notice of Dy. Commissioner MCD West Zone, Chief Minister, Delhi Area MLA and Councilor several times but all in vain.
6.0 Now we have no other alternative but to approach to you. You are requested to kindly intervene in the matter and desist from booking the park for functions of marriage etc., and develop the park into an ornamental park and earn the gratitude of the residents.
