Mobile service provider
Message undelivered and message charge deducted

I am using reliance-smart network of Asansol division (west bengal), i have heard that if yor message is undelivered then service provider is not supposed to deduct any message charges. But reliance deducts such charges. Strict action should be taken in this regard.
