Slow speed and no connectivity

I am using mtnl trib 649 combo and i am not getting the speed as mentioned in the tariff plans.it is mentioned upto 2mbps but i am getting only upto 256kbps and many times i got no connectivity messages a .i am faving this problem for so many days and mtnl is not giving any response
