False Charge and not registering complaint

I am a MTNL Trump (Prepaid Services) in Delhi user with 3G Services Preactivated on my number for free life. Despite of this they had deducted balance from account for activating "WAP" subscription which is supposed to free to my number.

I had called the customer care but they don't satisfy my problem. Later I asked them That could I visit the Sanchar Hatt for the matter but they said that prepaid customers query will be sorted out on phone only.

And the Customer Care executive ask to call after one (1) hour, 24hour etc but are not resolving the query. And the top of that they are not providing me COMPLAINT NUMBER for the query.
