SPEED OF DEVICE

I have purchase a MTS device for internet .they promised for the speed of 3.1MBPS fo surfing and1 MBPS for downloading on 999 recharge plan.when i recharge MTS device with 999 plan then i found that it is giving very less speed for downloading.sometimes the speed is too slow to open any website.in starting 120 kbps speed came at morning only but now it is unable to watch any youtube video or to download any movie.i have complained 4 types in the MTS office but i found nothing. what should i do .i spent 2600/- rs for toatal MTS device with 999 plan and i am very upset.plz help
