Delay of passport

Sir/madam, i have been applied for the passport since in 2007 in our college mailam engineering college, but i have not got thepassport till now. but police enqiry had finished before last 5 months ago. still i dint get the passport sir as ineed passport for my higher studies in states so pze arrange the passport as soon as posible yours truely
