Acute Sewer Blockage - Fixing of responsibility

With much pain and deep regret, we the residents of type-III, Andrews Ganj, Road No.2, New Delhi, would like to submit following few lines for your kind perusal and immediate necessary action please.

2. Since two years, we the residents of "F" type-III GPRA, Road No.2 along road No.3, Andrews Ganj, have been facing acute sewer line blockage consistently and now this has become bad to worse. The problem is so grave that drainage does not take place in WC, Kitchen and bath. We, the residents have been running pillar to post in knocking the office doors of both CPWD and the Delhi Jal Board for the last 2 years at maintenance level, but to no avail. Numerous meetings and protracted correspondence with the concerned authorities by the residents yielded no results. After nearly two years distress exercise, we could get nothing except spending our own time and money apart from mental agony.

3. A few points gathered by the residents from the meetings with the concerned authorities of both CPWD and the Delhi Jal Board, are given as under for your kind perusal and immediate necessary action please :-

(i) Problem started due to blocking the existed sever line by the Delhi Jal Board authorities while laying/replacing a new sever line between D-II flats and the Road No.2 without making any alternate arrangement for discharging the existing line. This alone amounts to a criminal act on the part of the DJB.

(ii) The sewer line after first manhole outside the house up to peripheral lines were laid and maintained by the Delhi Jal Board at par with trunk lines till then. Its maintenance was also done by the DJB till the new sewer line work started as at para (i) above.

(iii) DJB authorities had deliberately left one manhole un-constructed which was meant to connect interconnecting sewer line blocked by the DJB while laying new sewer line between D-II flats and Road No.2. It was only after pointing out to them by the residents, this particular manhole was created/constructed afresh.

(iv) CPWD has been paying sewerage charges and other service charges to the DJB.

(v) After much pursuation, an inspection was conducted by the EE (P) Divn Shri SP Singh, CPWD and EE Shri Priti Pant, DJB along with their AEs and JEs. But nothing has been done to save the residents. They have been acting very irresponsibly. They just throw responsibility on each other.

(vi) Problem has become unsolved and more erupted because of a friction between Shri Anil Gupta, JE, Shri Zeeshan Mohmmed, AE, Delhi Jal Board & Shri Meena, JE, CPWD (Andrews Ganj) for their well known reasons.

4. From the above, it clearly shows that there has been a large amount of deficiency in service, be it from CPWD or the Delhi Jal Board. It is high time that immediate action is needed to clear the blockage of the peripheral sewer line by the Delhi Jal Board, so as to avoid further damage to the residents.

5. We, therefore, request your kind honour to please intervene in the above matter so that we, the residents of Andrews Ganj are saved from the serious health hazardous situation and to stop further spread of diseases emanated out of silt overflow from the WCs, Kitchen and the baths apart from peripheral manholes.
