Fraud consultancy for passport making service

Dear Sir,

I have applied 2 nos. passport through Aditya consultancy, they have taken service charge 5000 Rs. for each passport, and 1000 extra fees for ECNR, and now passed 4 months and police enquiry has not come to till date because they submit my form in another state forms

and in second case police enquiry failed and i have many time talked to Adtiya consultancy for further suggetion but they not supporting me and cut my call

and also they have not provided file reference slip which come from passport office to till date

now i have discussed to other persons they also complaint for him i ahve visited many times in his office but maximum time that was close and they not attend my call

i have very tired and i cannot understand why consultancy charged his fees 3500 for each passport
