Online Bank Transaction Failure

I am having my Savings Account in Bank of Maharashtra (Account Number:20065520367) and in ICICI Bank (Account Number: 00040155102). I had transferred Rs 100000 from my ICICI Bank account to Bank of Maharashtra Account on date 15th Ocotber 2008. The RBI reference number for the transaction provided to me by ICICI Bank is 78208475. However the amount got reflected in my Bank of Maharashtra account in September. This was done only when I had raised it as a concern and send letter to Bank of Maharashtra. I was in need of money and it was not reflected in my account. However I will like to get the interest at the rate of 9% annually on Rs 100000 as a compensation of the delayed transfer as I was Entitled to get the amount the next 2 working days as per the Bank policy. I have raised this with both the Banks and they are refusing to pay the interest for the duration for which payment was missing. Can my compalint be taken under consideration and help me in providing me the entiled interest or the compensation money.
