Passport not issued since 6 months after subbimition

I have applied for the fress passport on 16-07 with all vallied documents required. till now i did not received the passport.

on online verificatin fo my status, it shows POLICE VERIFICATION REPORT PENDING. when i visited our area police station and enquired about it, they say we dint received your file till now.

please let me know where my & why my file is kept pending.
