Passport Application has to be closed

Hi

Have applied for passport in August in Noida office... bt still not received it. Noida passport officers are saying that they have transferred to branch office at Ghaziabad... nd Ghaziabad Officers are saying that my file is not traceable in their office.

Recently shifted to new location and wanted to apply for fresh passport under Tatkal scheme..

Want to know how to close my earlier application as these stupid people have lost my file... so that can apply for new one.
