Extreme delay in passport renewal

I applied my renewal applicaiton on 30/12 kind of nine months back. I've visited 12 times to the passport office, every time minimum an hour of standing in the queue. Chased with the Police in the P/S for address verification. And as of today, its all back to square, the status is not changed yet and I didn't receieve my passport yet.

Its kind of height of frustration and most rediculas part is there is absolutely nothing specific identified by the APO that should cause this much of delay
