I went to the Passport office in Delhi (at Bhikaji Kama Palace) to have my Indian Passport Issued. I used the "Fast Service/ Tatkal Seva", where they asked me for my Verification Certificate. I had my VC issued by Wing Commander S.S. Rawat who is currently at the Bangalore Air Force Station. When I presented this Verification Certificate your kind verfiying officer declined it, and alleged that it was not valid because the officer who signed it is not from Delhi. This makes no sense for many reasons. Firstly because I have gone through all of your conditions and no where is this mentioned, that the signing officer of the VC must be from Delhi if an INDIAN PASSPORT it being issued. Secondly, a relative of mine had used the same officers VC for his Passport in Ghaziabad, and it was accepted (and made in four days with no such difficulty). My complaint is, I am making an INDIAN PASSPORT, what does it matter if it has been verified by some one in Delhi? Also, If this is the case, why wasn't it mentioned in your conditions? Thridly, if by any chance I missed it in your conditions, how is it that this rule did not apply for my relative? Should your terms and conditions not be the same for every city/state in all of INDIA for and INDIAN PASSPORT?

Help guide me as to what procedure I should follow now.

Please give me an answer immediately, or I will find some other means of an answer.
