The resort is not yet operational

I had purchased a time share unit on30 march 1997.Later i got the letter saying that a stay order was passed on the resorton 8 nov 1996.THIS SHOWS THAT I WAS CHEATED. The court case was going as this resort falls in crz zone. According to piva resort now the case is over but they are not going to develope the said resort. Since last two years they are promising to refund the amount paid by me, but they are yet to do so.

So kindly tell me how i am suppose to get my money back.
