No connection after 12 days

I made payment on 14 Aug for a new Connections to Hathway at my office address i.e. Vithalwadi, Near Kalbadevi Road Mumbai 400 002.

The sales executive Mr. Sandeep whose Mobile No : 99874 80845 at the time of collecting payment assured me about connections within 4 days.

But till 2day whenever I call up to Mr D' Silva on Tele : 2380 3181 / 23883437 / 2388 3459. who is in charge of issuing new connections is either not at seat or when comes online always lies that 2day your connections will be done by 4.00 p.m.

I also asked him about refunding my payment of Rs:1, 124/= made by cheque on Bank of Baroda vide Receipt No : 98599 / dt 14.08.2008 he gives vague answers.

I want to know that is there any higher authority whom we can complain? Now what is my position as on 2day? Am I to Loose my money?
