A poor lady, by name, Smt. Bhagya, living alone in slum area, having been abandoned by her husband, invested her hard earned money, Rs. 5000/- in Kisan Vikas Patra in Chandra Layout PO, Vijayanagar, Bangalore 560040, through an agent, by name, Smt Chitra. This amount, Rs. 5000/ is a lifetime savings, working as a domestic help in several houses and is a fortune for her. When she found that she either lost/misplaced KVP, she applied for duplicate one through the agent mentioned above. While she was expecting the duplicate one, to her shock, she learnt from the lady post master of CLO PO that PO has already paid the amount to some one forging her signature. She was at a dead end, not knowing what to do next. She could only cry bitterly, cursing her fate. When I came to know her plight I took up her case with CPMG, Karnataka Circle and SSP (W) division, Rajajinagar, Bangalore. Investigation started promptly on 24-4-08. I took Smt. Bhagya before the investigating officer from SSP`s office who examined the depositor Bhagya in Chandra Layout PO in presence of the lady post master CLO PO. After this date, when nothing was heard from the dept even after several weeks/months, I sent reminders to CPMG and SSP to know about the progress of investigation and when the amount is going to be paid to Smt. Bhagya. (please see the attachments). To my persistent follow up, all I could get from the dept. is the reply “matter is under investigation, repeat matter is under investigation” only. Till date, no payment is made to the genuine depositor and no explanation is offered for the delay in settling the depositor`s money to the genuine depositor.
Under the circumstances, I shall be highly obliged if you can kindly take personal interest in the matter and arrange early payment to the helpless poor lady, for which act of kindness, me and the depositor will be grateful to you for ever.
