Fraud in Billing and Customer Care doesnt keep their words

I have been shifted to a different plan without asking me namely from Rs 222 plan to 722 plan. I called them they told that they got the thing confirmed from some Sheela (God knows who, one of their other frauds). I had complained 15 days back and was assured of the charges being reverted. Next bill I was again billed to 722. I am now in a call with Airtel Cust care. I have been kept for hold since 45 mins after telling me that some senior would be reverting the charges. I went to their site where the complaint section doesnt work permanently. I again called the customer care, now I am told that they cannot access the account bcoz of soe server issue. What should I call this except fraud.
