Provided documents, frozen twice

On holiday in India I purchased an airtel sim card in Darjeeling in early October. The office took copies of my passport and all forms were completed. Two days later I recd an sms saying I'd be cut off if documents not received. I went back to the office and they said they'd sent them in, those messages are standard procedure.

Ten days later when I was in Kerala the same message came through and service was suspended so I gave the Allephuzzha airtel office my passport again and they had service restored. About 10 days later service was suddenly suspended AGAIN without warning with the third time sms about documents not being received. I wonder if there is corruption involved - my id being used by criminals. It was also a waste of money because I couldn't use the calls I'd paid for.
