Cooperative group housing in Noida - manhandling of children playing with ball in the society's park

In our sociey, there are three parks where children of all ages used to play. But now, for the past few months, suddenly, in all the parks (including children park in the society) children are not allowed to play with ball or any such thing (without any written notice). Only small children can play on swings. A few parents went to the management to talk about the problem. They were told that balls hit the parked cars so it is banned. We requested to erect a fence around the park. In the previous AGM (i.e. last years), management has taken some extra money for a few works to be done, in which, fencing of children park was also one of them. In this AGM also (held in March), they agreed to put a fence around the park. But now suddenly, since yesterday, security guards have started manhandling children (by snatching their balls and scolding and pushing) telling them that management has told them to do so as children are not allowed to play in the society. On talking to the president of the society on phone, he denied any such knowledge and told to look into the matter. But now despite repeated calls to him, he is not even picking up the phone. Security guards on asking why they are behaving like this are talking very rudely. There is no written communication from management side. Our questions are:

(1) Can any management of the society do such things especially when they have collected money for the cause and without any written notice, can children be manhandled?

(2) If not, then where we should go with our complaints as it breaks our heart to see small children crying when they are denied to play in the park meant for them. Here we would like to mention that children play with tennis balls/footballs and they are in the age group of 5 - 11 yrs. Too young to be sent alone outside.

(3) Can anybody stop children from playing in the parks meant for them? As per our management, the parks are meant for beautification of the society only. But our argument is, parks will look more beautiful with children in them.

Please, let us know what we can do about it? Considering other issues, mentioned in your forum, this might look petty, but still, help us out.
