Denial of NOC for gas connection

I'm working and residing in Chennai for over a decade now. I was holding a Indane gas connection from March onwards. For the last month or so the distributor is not supplying the same as i don't have a ration card. When contacted the office of the Civil supplies for a NOC, they asked for residence proof and along with the application I submitted bank certificate certifying the period (filed on 12th June). But the official/Inspector is declining to issue the NOC saying that the same cannot be issued to bachelors and also they are not concerned with Indane gas.

Even when contacted the Indian Oil Corporation customer service. They asked for a request letter for the same for which was faxed and couriered on 20th June but no response till date.

Someone advice.
