Passport not received

I had applied for my passport on 25-09 all documents were submitted, police and verifications positive... now the status has been the same for over 4 weeks... it states "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time"

my file number is A040803-09

wat can be done to get the passport out asap??
