Did not receive bill from Bescom for 2 months.3rd Month Received but higher charges and penalty

I am a tenant in Pai Layout 302 GR Paradise Doorvani Nagar Post. Owner name is Mr Winston Raja G.i have not received electricity bill since March. Person used deliver bill said there are some corrections need to happen. In April also the similar thing has been told. In June (for the month of May0 i have received bill and total charge 2522 with 3 month's charge 2180 plus penalty charges. My usual bill used come before March is around 600/650. But now the total is 2180 and though i have not received the bill i am asked to pay penalty. I have called up 08025614435 to register complaint earlier for not getting the bill also visited the pai layout bill counter but with no success. I called up again to complain and ask about this penalty charge but they did not disclose anything. Visiting BESCOM office did not yield any result. I have already informed my owner numerous times on this. Also BESCOM staff came to disconnect the electric line as well where as it is not my mistake at all. Anything can be done to verify these amount i have received.
