Extraordinary delay in issuae of my reissue passport

Sir/Madam,

I applied my renewal of old passport at Chennai RPO on 25th Aug. File.no. C02974010.The RPO has not issued my passport which lasted almost 9 months. Since I am likely in expecting my placement any where I need my passport urgently. Please help. I have enclosed all my necessary documents like previous passport/DOB details/Address proof/College bonafide certificates/SBI Bank pass book/etc.
