No signal heat of city

I have purchased bsnl 3g in may there were no signal present at my residence i made complaint at least 3 times a month at various local office but there were no responce last month when i though i make acomplaint on toll free no. they told me it was my responibility why i purchased bsnl & bsnl could not help in my complaint.
