Stray Cattle issue

I have raised a complaints with chennai corporation with the reference numbers:885GDP, 997GOR to fix the stray cattle issue in our area/ on our street especially. But without any action they keep closing the tickets. I have reopened the same case multiple time still they are continuing the same.

Please help me to escalate this issue to the higher level to get things happen.
