Delay in issue of passport

Dear sir/Madam,

I applied for passport to Chennai regional office by February. My police verification was over by June. I have not received my passport yet. When I asked in Chennai rpo on 5-11, they said it was only process delay (19 months!) and I could receive my passport within 20 days. But I have not received yet. Please help me in this issue. I want to have passport by this month (december). My file number is MAS W740411-08.My date of birth is 13-03-1987.
