Passport not received

Hi Sir,

I have applied for passport on 07-01 through Nagpur Passport office, but after along time the status of passport is "It is to regret that due to unavoidable circumstances the dispatch of Passport has been delayed and will now be dispatched in a week's time"

I am not sure what does mean of "dispatched in a week's time" while this status is so long.
