Circle Inspector not ready to listen to me and just threw me out

Dear Sir,

Recently i had misplaced my wallet. I dont know whether it has been stolen or misplaced, but it has just disappeared. I just had 2 credit cards, and my Driving License. I had blocked my credit card immediately, on the day of misplacing my wallet.

Recently i drove to Bombay, and a highway traffic police near Kolhapur brought to my attention, that i should have the original driving license, and if it has been lost, i should file an FIR immediately, so that my Driving license is not misused as an ID proof by anybody. The important thing is that i should have an acknowledgment from the Police Station, that a complaint has been given.

I came to Bangalore and had gone to the Cottonpet Police Station to file a complaint regarding the same. The constable told me to write a complaint and gave me a an A4 white sheet to write the same. I wrote my complaint, and wrote the details about my wallet. And then the constable took me to the Circle Inspector on the first floor. The constable told him about my complaint, and then called me in.

The minute i came him, he started blasting the constable in Kannada, that for such reasons people are filing complaints, and he has written a 2 page complaint for one wallet!!! It is jusst because of his negligence. How can police be responsible for loss of his wallet. Then i told him "Sir, please listen to me".. And i was going to tell him, what the Highway traffic police had told me, that i just need an acknowledgement that my Driving License is not with me, and is misplaced, thats all! I dont want you to do an enquiry and find my wallet or anything. But as soon as i requested him very politely, that Sir, atleast listen to me, he just shouted "first you listen to me. I dont want to see your face.. Just get out of here.. just get lost.. get out from here"...

The constable was also laughing at that time.. After such an insult, i immediately, just left from there.. I wanted to back answer, but i dont trust the Police at all.. He would have put some case on me, and put me in jail.. who knows?

Is this the way to talk to innocent citizens?? I just wanted him to hear me out. Is that such a difficult thing to do?? How, where and whom should citizens like me complaint to, or share our grievances? Please do something about this officer. He is so proud and confident about his power, that we cant do anything about it..
