Not delivering pancard

Sir,

pancard department send new pancard to their claints through overnite exp, first flight courier. But 80% documents they do not carry to destination they are calling the claints through mobliephone to collect their pancard. they waiting 3 days and return back to pan card division by noting that thay are not available.
