GRIEVANCE LETTER ON MOST URGENT MATTER

SUBJECT: REQUEST TO INITIATE FRESH WATER SUPPLY FROM SONIA VIHAR WATER TREATMENT PLANT – DELHI. TO OUR AREA TUGLAKABAD EXTN., NEW DELHI-110019.

MOST RESPECTFULLY SHOWETH : -

1. That I, AJEET SINGH Resident of RZ–15 / 199 – C, TUGLAKABAD EXTN., NEW DELHI-19 is submitting a serious written grievance SUBJECTED :- “TO INITIATE FRESH WATER SUPPLY FROM SONIA VIHAR WATER TREATMENT PLANT – DELHI. TO OUR AREA TUGLAKABAD EXTN., NEW DELHI-19.

2. That most respectfully, I wish to admit a serious in grievance your kind notice about behavior of discrimination and exploitation by DELHI JAL BOARD with the citizens of Tuglakabad Extn., in context of routine water supply, from long time.

3. That it is to be noted that from establishment of our colony Tuglakabad Extn., New Delhi-19, only we, the citizens and residents of above said area are covered with shallow Tube Well - Water Supply from D.J.B as Drinking Water as well as for other daily usage.

4. That while on other hand, complete N.C.T of Delhi has been awarded with the daily fresh water supply from SONIA VIHAR WATER TREATMENT PLANT – DELHI.

5. That it is the matter of consideration that why the alone division, Tuglakabad Extn., in N.C.T of Delhi, is still furnished and covered by shallow tube well water supply for its daily water requirements including drinking water also???

6. That it shall be notice that there is no such huge exercise is required or has to be done, for providing the fresh water from SONIA VIHAR WATER TREATMENT PLANT – DELHI to Tuglakabad Extn., because a water pipeline of approximately of EIGHT INCHES is operational and passing underground, from the green belt area of Tuglakabad Extn. (before the colony), just on a distance of few meters from present water supply tank cum booster station at same green belt area, Opp. Madhya Marg, Tuglakabad Extn., New Delhi–19.

7. That a small union joint of few meters, between the present water supply tank and the water pipeline (operational) can easily avail the fresh water to our colony. But no efforts was in force, by D.J.B in above said matter, till date.

8. That it is to be essentially noted that our neighborhood areas such as DDA FLATS KALKAJI, GOVIND PURI, KALKAJI EXTN., etc. are furnished by fresh water supply of SONIA VIHAR WATER TREATMENT PLANT – DELHI and also to be noted that these neighborhood areas are covered with 06 to 08 Hours water supply. But it is very unfortunate to submit here that tube well (Ground Water) water supplied to our area is often with the Gap of 03 to 04 Days, therefore our area residents are facing plight conditions due to above said. Ironically, Delhi Jal Board is charging the Bills from us of fresh water and supplying the shallow ground water!!! It is highly objectionable.

9. That I am also unable to understand the reason that why did Delhi Jal Board neglecting, only the area of Tuglakabad Extension, out of complete National Capital Territory of Delhi, on the subject of fresh water supply from the water supply pipe of SONIA VIHAR WATER TREATMENT PLANT – DELHI???

10. That this is important to note here in same context that REPUBLIC OF INDIA is a Democratic union, having its own respected constitution, called after THE CONSTITUTION OF INDIA consisting FUNDAMENTAL RIGHTS for its each citizen.

11. That - Part III - Fundamental Rights is a Charter of Rights contained in THE CONSTITUTION OF INDIA. It guarantees civil liberties such that all Indians can lead their lives in peace and harmony as Citizens of India. These include individual rights common to most liberal democracies, such as equality before law, freedom of speech and expression, freedom of association and peaceful assembly, freedom to practice religion.

12. That the Fundamental Rights are also defined as basic Human Freedoms which every Indian citizen has the right to enjoy for a proper and harmonious development of personality. These rights universally apply to all citizens, irrespective of Race, Place of Birth, Religion, Caste, Creed, Color or Gender.

13. That Fundamental Rights, in which primarily the Six Fundamental Rights recognized by the constitution are : - (1). The right to equality. (2). The right to freedom. (3). The right to freedom from exploitation. (4). The right to freedom of religion. (5). Cultural and educational rights. (6). The right to constitutional remedies.

14. That while THE CONSTITUTION OF INDIA provides the FUNDAMENTAL RIGHTS IN PART – III, ARTICLE – 14 – RIGHT TO EQUALITY Says Clearly :- “The State shall not deny to any person equality before the law or the equal protection of the laws within the Territory of India”.

15. That while THE CONSTITUTION OF INDIA also providing the FUNDAMENTAL RIGHTS IN PART – III, ARTICLE – 15 – RIGHT TO EQUALITY “Prohibition of discrimination on grounds of religion, race, caste, sex or place of birth” says very clearly :- (1) The State shall not discriminate against any citizen on grounds only of religion, race, caste, sex, place of birth or any of them. (2) No citizen shall, on grounds only of religion, race, caste, sex, place of birth or any of them, be subject to any disability, liability, restriction or condition with regard to - (a) access to shops, public restaurants, hotels and places of public entertainment; or (b) the use of wells, tanks, bathing ghats, roads and places of public resort maintained wholly or partly out of State funds or dedicated to the use of the general public.

16. That while THE CONSTITUTION OF INDIA provides the FUNDAMENTAL RIGHTS IN PART – III, ARTICLE – 23 – RIGHT AGAINST EXPLOITATION - (2) Nothing in this article shall prevent the State from imposing compulsory service for public purposes, and in imposing such service the State shall not make any discrimination on grounds only of religion, race, caste or class or any of them.

17. That but unfortunately, all Fundamental Rights are violated. I would finally, like to draw your kind attention that the 75 % residents of Tuglakabad Extn., are belonging with backward class and of poor peoples, not in the position to raise and submit their voice before you, also due to lack of knowledge and other official proceedings. We all, including us, are victims of discrimination, disparagement, pulverization and also victims of exploitation by Delhi Jal Board and State Govt. and we need an immediate help and action on above said matter.

PRAYER

In view of the submissions made above, it is most respectfully prayed that: -

1. Kindly take immediate cognizance on grievance to initiate fresh water supply from SONIA VIHAR WATER TREATMENT PLANT – DELHI. To our area TUGLAKABAD EXTN., NEW DELHI-110019, with immediate effect.

2. Kindly ensure the daily fresh water supply to TUGLAKABAD EXTN., NEW DELHI-110019, which is yet supplied - with an interval of 03 to 04 days.

3. Kindly make ensure that no employee of DELHI JAL BOARD, can be able to harass the applicant, directly or indirectly, due to above said grievances.

4. That applicant may be apologized for any clerical mistake.
