Late clearing of payment through cheques

I am dipositing my electricity bills in time. but the payment cheques are not presented in time always the cheque presenting time in between 3-4 month from the date of issueing the cheque. It is quite natural keeping track of the clearing of the chque is difficult in city life, that to upto for 3 t 4 month. several time we have pay the panalty for cheque bouncing.

whereas we paid it in time and the department did not put it up for clearing in time. please help us by making us know about the procedure. I don't want to pay the panalty. please get back to me with your help.
