Passport not received from more that 2 years, Ghaziabad

I am a student of IIT ROORKEE. I have applied for passport in summer of 2008. I have submitted all my documents. But, till now, I didn't receive my passport, whenever I ask them, they say it will come, have patience.

Now, I urgently need passport, as I have to go abroad for Internship. please help me regarding my passport. I will be very thankful to you. Please reply me as soon as possible.
