Efund not received for year 09

I have not received income tax refund for year 09 which is about Rs.7500. I frequently visited to IT department concerned and also given written complaint about it. But all my efforts are useless. Also I wrote the problem on the email address given on website of IT department (i.e. [email protected]). But it is also not working. Is there any solution / procedure to what to do in my case. To whom this matter should i tell if these people do not work on my problem...
