Non delivery of speed post after 21 days

I have send a speed post on 25.02.2010 from Joshimath, Chamoli uttrakhand to NSDL, Pune. Till date the article is not delivered. On the sepped post tracker it showing that it lying at Bareilly. No further processing is done at bareilly for atleast 20days.
