Parcel opened en-route New Zealand and goods stolen

On 4th December I sent a courier to Auckland, NZ from Raipur, India via the Indian Postal Department. The parcel that I sent weighed 4.6 KG and contained 23 items. The recipient has received only 9 items and the parcel weighed just about 1KG. The parcel was opened en-route and some of the items in it were stolen. On talking to the Postal Department, and the people who took the parcel they claim that it is not in their hands and they are blaming the Customs Department. They say "If you have problems dont send courier next time" It is highly unprofessional and they show no concern to consumer complaints
