Indian Post Office Foreign Customs
USPS Express Mail not getting through the Customs

My friend sent me an old and used Mobile Phone on 6th Aug from USPS Express Mail.

Now the item has arrived to Indian Foreign Customs on 10th Aug and till now its not been cleared. I visited the Indraprastha Office and they say it'll take some more days as its date to be processed has not yet arrived. Also he mentioned that any item more than Rs. 10000 gets custom duty. Is it true? My package is marked as GIFT but my friend mentioned the cost of package to be $350 (the rate he bought the item last year). Now how much longer i need t wait and kindly inform me of Custom charges as i do not want to get looted on cost of Customs Duty as am not aware of it.
