Delay in passport service

I applied for passport 3month back but still i did not received. My reference number is "Z701597". My Date of Birth is "10/11/1986". The police inquiry has completed 1 1/2 month back. I lost an offer to go to abroad for my further project module. So plz understand the situations.

Please help me out of this problem...
