TDR file three month back

Hi

I had booked ticket from IRCTC for 6 person and 1 ticket got conferm out of 5 so i could not travel. I had applied for TDR 3 months back but still no amount has been refunded. Status is "Refund under Process" from last 3 months.

I have been calling to customer care for last 2 months regularly without any satisfactorily reply. As per the customer care 60 to 90 days are minimum days for refund and their is no maximum limit. How could it possible??

I'll appreciate if you can share escalation levels so that i can escalate this to higher authority.
