Delay in passport

Passport not dispatched even after 20 days of granting

Hello sir,

place: hyderabad

My File num A054673

date of app: 21/09

I am seeing my application status from 28/sep that "Passport has been granted and expected to be dispatched by 28/09/10" but strange thing is that TILL today i didnt receive passport

Anyways now when can i expect my passport? If I call passport office hyderabad they never pick up the call. please help me out here.
