Passport not recieved even after 3 monhs

I have applied formy mothers new passport on 8th dec.2009.she has to go for vacations to europe.we planned our trip thinking that our passport will come within 3 months.i have to apply for visa as soon as the passport comes, now i dont know wat to do.pl.help.her no is..thn No17519 o9
