Shops within Flats compound

Hi,

I am a resident of DG-3 Flats in Vikas Puri. There are many shops inside the Flats compound owing to which many unsolicited visitors come into the flats compound which creates lot of inconvenience to residents as visitors park their vehicles inside inspite of clear signs for them to park outside, also unsocial elements also get a chance to come in guise of customers, I have a very simple question - why can;t the shops inside the Flats premises be sealed as Residnetial area needs to have a privacy.
