Mutation of property

I had paid full House Tax in March-09 & requested to concerned inspector for mutation of the property in my wife name instead of my mother name. He had done the matter complete in all respect. But not signed those paper by appropriate officer. From last year I could not contact him due to my serious illness. Now I have contacted that person. He told me that the present inspector not forwarding those papers for signature. He is asking for monyey.
