Passport pending for last 11 month

Hi

I have applied for the passport some 11 month back and File No:

B20035210 and Date of submission: 09/03/10. And Police verification

happened some 10 month back but still i have not received my passport

Name of Department/Agency: Regional Passport Office (Registration-Major)

Dept/Agency Receipt No: IVRSNO:6620035210

Kindly, let me know the reason
