Non allotment of passport

Respected sir,

I have been applied for passport on 6th November. Till the date I have not been received it. In the official portal of passport office shown that it will be dispatched upto 24th March. And till the date I have not been received it yet. I want to know the reason why there is occurring delay. And plz tell me the Passport Dispatch No. so that I can collect it. I want to go abroad. So plz look into the matter as early as possible.
