Still not received passport

I applied for passport in feb I enquired in police station and got the confirmation from them that passport enquiry detials has got dispatched on 26th march from commissioner's office. They have sent report to issue the passport still i m getting the passport status as

STATUS :

The police report for your file does not recommend issue of a passport.

Please help
