Still not recive my passport

I have applied for a new Passport through Dist.mandsaur 2011.your Ref. No. BPL Z530991 .i chacked my passport status but it show a massege "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time" before 1 moth but still i m waiting my passport. you please confirm the possion of the above passport and tell me when i wil get or other informatin is require i am i need of it
