Passport not received

This is Gourab Ghosal and my File reference number is CAL A041555-09.

I had applied for my passport back in

May 09 and my police varification was done in December 09.But still I am not able to receive my passport. Can we when I shall be able to receive it or I shall get it or not? Or I need to give some cash to the DIB office once again to get the passport?
