Delay in issuing passport

I had applied for reissue of passport on13/nov. The passport office asked me to submit a copy of joint declaration with my wife with relevent contents, which we did as per the standard annexures supplid along with passport applications (20/01/10). In february I was again asked by the passport office to submit my marriage certificate, which I did. But still now no passport has been issued, nor there is any information on the net.
